Changes in the Threshold Limits for the Composition Scheme in GST Registration In Bihar

Increase in Turnover Limit:

Effective from 1st April 2019, the annual turnover threshold for opting into the Composition Scheme was increased to ₹1.5 crore. Taxpayers under this scheme are required to pay tax quarterly but file returns annually.

For North Eastern states and Uttarakhand, the threshold limit remains unchanged at ₹75 lakh. The same limit also applies to restaurants that do not serve alcoholic beverages.

Extension of the Composition Scheme to Service Providers:

A new scheme was introduced for service providers, offering a fixed tax rate of 6% (3% CGST + 3% SGST). Independent service providers, as well as mixed suppliers of goods and services with an annual turnover of up to ₹50 lakh in the preceding financial year, are eligible to opt for this scheme.

Note 1:Jammu & Kashmir and Assam, despite being hilly states under the Special Category, opted for the higher limit of ₹40 lakh. Previously, when these states had the choice to levy GST only on aggregate turnover exceeding ₹10 lakh, they had chosen the ₹20 lakh threshold.

Note 2: Kerala has been granted the authority to levy a “calamity cess” of up to 1% on all intra-state supplies of goods and services to address the financial impact of recent natural disasters.
