The agency continuously monitors entities involved in the food supply chain, from production to sale, ensuring compliance at every stage. Consumer education is a key focus for FSSAI, which regularly launches initiatives to inform the public about substandard and low-quality food products. All safety norms and guidelines are formulated in accordance with the Food Safety and Standards Act, 2006.

A Central FSSAI License is required for Food Business Operators (FBOs) with an annual turnover exceeding Rs. 20 Crores or those engaged in importing and exporting food products within India.

Documents Required to Secure FSSAI Central License

  • Form B (completely filled out and signed by the applicant)
  • Floor plan of the production or processing facility, highlighting key areas with precise measurements
  • For company registrations, a comprehensive list of key management personnel, including their names and residential proof
  • Copy of the Memorandum of Association (MOA), Articles of Association (AOA), and Certificate of Incorporation (COI) (applicable for private limited companies, OPCs, and public limited companies)
  • For partnership firms, a detailed list of partners with their names, contact details, addresses, along with a copy of the partnership deed
  • For co-operative societies, a list of active members with their details
  • For registered trusts, a copy of the trust deed and trustees’ records
  • Utility bills (electricity bill, rent agreement, property registry) as proof of business address
  • Food Safety Management Plan (FSMS) or an equivalent protocol in place
  • List of machines and equipment at the facility
  • List of active raw material suppliers
  • No objection certificate (NOC) issued by the relevant local authorities
  • Tourism certificate issued by the Ministry of Tourism (if the applicant is a hotel owner)
  • IEC certificate issued by the Directorate General of Foreign Trade (DGFT) (if the applicant intends to export food products abroad)

Procedure to Obtain FSSAI Central License

Application Submission via Form B: The license applicant must initially submit Form B to the licensing authority, keeping in mind the basic turnover criteria during the process.

Review by FSSAI Officials: After submission, the application along with all required documents will undergo detailed review by the relevant FSSAI officials.

On-Site Inspection of the Business Premises: Subsequently, designated FSSAI officers will visit the business location to assess compliance with regulatory standards. Any identified non-conformities during this inspection may increase the risk of application rejection.

Approval and Issuance of the License: Once the application is approved by the licensing authority, the FSSAI license will be issued to the applicant within a few days. With the license in hand, the business owner is authorized to operate their food business fully.

Validity and the Renewal of FSSAI Central License

The Central FSSAI license is issued with a validity period that can range from 1 to 5 years. The license fee varies depending on the chosen validity duration. To avoid penalties, the license must be renewed before it expires, ideally within 30 days prior to the expiration date.

Renewing a food license is a straightforward process similar to applying for a new license. When submitting the renewal application, the following documents must be uploaded:

  • Passport-sized photograph
  • Identity proof such as Aadhaar Card, Voter ID, etc.
  • PAN Card
  • Address proof, including utility bills like telephone or electricity bills
  • Proof of ownership, such as a land deed or agreement
  • If the premises are rented, a copy of the rental agreement and a No Objection Certificate (NOC) from the landlord are required
