This assessment evaluates the manufacturer’s production capacity, infrastructure, quality control processes, and compliance with Indian Standards.

Eligibility Criteria for Deemed OEM Status

Location of Manufacturing: To qualify as a Deemed OEM, the manufacturing facility must be located outside India, specifically in a country that does not share a border with India.

Vendor Assessment: Manufacturers are required to undergo a Vendor Assessment, typically conducted by authorized agencies such as RITES (Rail India Technical and Economic Service). This assessment primarily evaluates the manufacturer’s production capacity and compliance with quality standards.

Product Compliances: Products intended for display on the GeM portal by a Deemed OEM must comply with Indian Government procurement specifications and meet other benchmarks specified by GeM.

Financial Stability: The manufacturer’s financial stability is assessed through an analysis of financial statements, including balance sheets and profit and loss accounts, for the past three years. This demonstrates the company’s financial health and reliability.

  • Territory of Operations: Evidence of operational presence across multiple locations, along with standard operating procedures for transportation to ensure defect-free deliveries.
  • Supplier Management: Information on approved suppliers, including their names, addresses, and other relevant details.
  • Handling of Rejected Materials: Procedures for managing materials rejected during manufacturing.
  • Warranty Policies: Warranty documentation for product samples provided to customers.
  • Safety Standards: The manufacturer’s Standard Operating Procedures (SOPs) outlining safety protocols.

Video Assessment
The video assessment is a live or remote inspection carried out through a mobile application to verify the authenticity of the seller’s operational infrastructure. During this process, manufacturing facilities, service centers, warehouses, and other setups are examined via video calls. Manufacturers are advised to ensure the following:

  • Availability of smartphones with camera functionality
  • Use of earphones equipped with a microphone
  • Reliable high-speed internet connection
  • Active operational status of the manufacturing site during the assessment
  • Presence of a quality manager or responsible personnel to provide explanations if needed
  • Accessibility to relevant documents and certifications for review
