The Ministry of Communication and Information Technology, founded in 1952, operates from its headquarters in New Delhi, with regional offices located in Guwahati, Kolkata, Mumbai, and Chennai. It encompasses the Wireless Planning and Coordination (WPC) wing, which is responsible for overseeing and managing the frequency spectrum, as well as issuing licenses to amateur radio operators. In addition to these responsibilities, the WPC is also authorized to provide WPC ETA Certification, which stands for WPC Equipment Type Authorization Certification, along with other wireless-related certifications.

Any procedure that involves equipment operating on radio frequency requires prior approval. The WPC department must obtain authorization before importing any radio frequency-enabled or wireless devices into India. This organization ensures that service providers adhere to all licensing requirements. The Department of Telecommunications (DoT) is responsible for coordinating and planning wireless communications. This department oversees radio frequency testing and manages the licensing requirements for wireless and frequency assessments.

What is WPC Certification for India?

The WPC Certification is the official approval required for the importation and marketing of wireless devices. WPC, which stands for Wireless Planning & Coordination, is a mandatory license granted by the Wireless Planning and Coordination Wing of the Department of Telecommunications.

Wireless gadgets are increasingly common in today’s world. While India is making strides toward self-sufficiency, certain high-quality products from abroad remain irreplaceable. These international wireless devices have made advanced technology more accessible to the average consumer.   • Licensing and Regulation (LR)

Types of WPC ETA Registration

Non-Network License: This license is designed for companies engaged in non-network services, including distributors of wireless products and cable television. It is required for the import, purchase, and sale of specific wireless equipment. To receive a non-network license from the WPC for wireless devices in India, your organization must be incorporated and employ qualified personnel for your operations or equipment. There are three different categories of this license.

Import License: An import license is necessary for exporting wireless products to India. This license grants the holder permission to sell wireless items within Indian territory.

Dealer Possession License: The Wireless Planning and Coordination (WPC) grants a Dealer Possession License to individuals or organizations involved in the distribution and sale of wireless products.

Non-Dealer Possession License: Individuals or organizations that do not engage in the trade of wireless devices and do not possess a WPC license may obtain a Non-Dealer Possession License from WPC.

Network License: A corporation aiming to deliver communication services, including cable, Direct-to-Home (DTH), and mobile networks, must obtain a network license to operate within the country’s limited radio frequency spectrum.

Internet Service Provider License (ISP): Any entity seeking to provide internet services must obtain an ISP license from the Department of Telecommunications (DoT).

Experimental License: The Department will also issue a WPC ETA certificate as an experimental license to any organization or individual looking to conduct studies or research involving wireless devices.

Importance of WPC License

Product Communication: Product communication refers to the ability of all devices to effectively interact with one another. This is especially critical for wireless products, which rely on seamless communication with other devices to operate correctly. During the application process, if any issues arise with this communication, the product may be classified as defective.

Ensuring National Security: Due to the potential security risks posed by wireless products and devices, the Wireless Planning and Coordination wing has established strict regulations governing their use to safeguard national security.

Preventing Frequency Interference: Careless use of gadgets can lead to their operation on unlicensed frequencies, potentially causing interference with other devices. To mitigate these issues, obtaining an ETA certificate is essential for regulating and eliminating such frequency conflicts.

Access to the Indian Market: As consumers become more discerning and opt for advanced wireless devices, the Indian market for such technology is experiencing significant growth. However, it is mandatory for the certification from the Wireless Planning and Coordination Wing to market wireless equipment in India. Therefore, anyone engaged in the manufacturing, sale, or importation of wireless devices must secure an ETA certificate.

What Eligibility Criteria Must Be Met to Apply for WPC Certification?

For Manufacturers and Importers: Manufacturers and importers planning to sell products with Bluetooth and Wi-Fi capabilities in the Indian market must obtain a Certificate of Import Authorization and WPC certification before making their offerings available.

For Authorized Representatives: To obtain WPC clearance in India, foreign companies must appoint an authorized agent. This designated representative will handle all aspects of the WPC approval process on behalf of the foreign entity during the Indian application procedure.

For Frequency Results: It is essential to include the frequency results of the specific wireless accessory at all times. Each result must provide details such as resolution bandwidth, video bandwidth, frequency, and sweep specifications.

For ISO Laboratories Report: The ISO Laboratories Report indicates that products manufactured domestically do not require additional in-country testing. The only requirement is to obtain a specific Radio Frequency (RF) report from a laboratory accredited by ISO/IEC 17025.

For Delicensed Frequency Bands: All devices must operate on the specified delicensed frequency bands, and it is essential that any device with wireless capabilities be compatible with these bands.

For Technical Information Sheet: The applicant must have access to the technical data sheet, which can be obtained from the relevant authorities upon request.

Documents Required for WPC Certification

For Foreign Producing Companies:

  • In the absence of liaison branches in India, the foreign producing company submitting the application must designate an Authorized Indian Representative (AIR).

  • If a liaison branch is established, it is required to register as an AIR.

  • The Foreign Producing Company must authorize the AIR to obtain an import license.

For Indian Production Companies: For Indian Production Companies they can submit the WPC ETA without requiring an AIR, provided they possess all the necessary documentation.
