The Compulsory Registration Scheme (CRS) is governed by the BIS (Conformity Assessment) Regulations, 2018, under Scheme-II. Introduced by the Ministry of Electronics & Information Technology (MeitY) in 2012, the CRS requires manufacturers to obtain BIS CRS certification for specified electronic products before they can be marketed in India. The scheme is based on manufacturers’ self-declaration of conformity. In recent years, there has been a significant rise in the number of approvals granted under the CRS, reflecting its growing importance in regulatory compliance
In October 2012, the Ministry of Electronics and Information Technology (MeitY) issued the Electronics & Information Technology Goods (Requirement of Compulsory Registration) Order, initially covering 15 categories of electronic devices and components. On 13 November 2014, MeitY expanded the scope by adding 15 additional product categories. Furthermore, in October 2016, the Ministry introduced an Indian Standard for Indian Language Support in mobile phones, enhancing regulatory requirements for language accessibility.”
Product Eligibility: The product must be included in the list of items covered under the BIS CRS Scheme.
Manufacturing Facility Requirement: Applicants seeking BIS CRS registration must have an operational manufacturing site.
Separate Registrations for Multiple Brands: A distinct BIS CRS registration is required for each brand and product category.
Business license of the manufacturing unit
ISO certification of the manufacturer
Authorization letter (if the signatory is not the head of the manufacturing facility)
Duly filled application form
Nomination letter addressed to Air India
Completed testing documents (CCL and CDF forms)
Affidavit and Authorized Indian Representative details (for foreign manufacturers)
Product test report from a BIS-recognized lab
Trademark registration certificate
Trademark authorization letter (if the manufacturer is not the trademark owner)
Undertaking along with the product manual of the applicable devices
Online Application Initiation: The applicant must register on the BIS CRS portal by completing the online form to obtain login credentials.
Product Testing: Using these credentials, the applicant generates a test request and gets the product tested at a BIS-approved laboratory.
Application Submission: Within 90 days of the test report’s issuance, the applicant must submit the application—online or offline—along with all required documents as per the official checklist.
Application Review: BIS officials will scrutinize the submitted test report and documentation for compliance.
License Grant: Upon successful verification, BIS grants the license, allowing the manufacturer to use the Standard Mark with a unique R-number on their electronic or IT products.
Physical Labeling Requirement: Devices using e-labels must also display a physical label on the product packaging during sale, import, distribution, and storage. For bulk-packaged devices not sold individually, a removable adhesive label on the outer packaging is acceptable.
Data Integrity and Responsibility: The responsible party must ensure that all required information is securely stored and cannot be altered by unauthorized third parties.
Administrative Information: All mandatory application details—such as compliance and registration data—must be included on the packaging or in the user manual, in accordance with applicable regulations, even if the details are presented electronically.
Ease of Access: E-labeled information must be accessible without the need for tools or additional plug-ins. Users should not need special access codes or authorization to view the information.
Navigation Limitations: E-label information must be accessible within no more than four steps from the main menu of the device.
User Manuals and Electronic Media: If the primary user guide is provided electronically, the same e-label information may be included in that format.
Access Instructions: Clear instructions on how to access the e-label information must be provided on the product website. The method to access the website must also be included in the user manual or on the product packaging.
Guidance for Users: Detailed steps to access e-label information must be included in the user manual, operating instructions, or as an insert within the product packaging.
Compliance with BIS Standards: The standard mark displayed electronically must fully comply with all relevant BIS requirements.
Initiate Renewal Request: Log in to the BIS dashboard and select the ‘Request Renewal’ option to begin the application process.
Enter Production Details: Complete the required fields related to the production report.
Upload Distributor Information: Submit a PDF file containing the names and addresses of key distributors.
Make the Payment: Proceed with the prescribed renewal fee payment.
Appointment of AIR (for Foreign Applicants): Foreign-registered applicants without a liaison or branch office in India must appoint an Authorized Indian Representative (AIR) as per BIS guidelines using the designated nomination form.
