The Extended Producer Responsibility (EPR) framework was introduced through the 2016 Plastic Waste ManagementPlastic Packaging Rules to address these issues. It places the responsibility on producers, importers, and brand owners—collectively referred to as PIBO—to ensure that the plastic packaging waste they generate is recycled, reused, or properly disposed of at the end of its useful life. Regardless of the size or revenue of an organization, if you are a PIBO operating in India and involved in using plastic packaging, you are required to comply with the EPR regulations

Procedure for EPR For Plastic Packaging

  1. Understand Regulations: Review guidelines issued by CPCB and SPCB on plastic waste management and producer duties.

  2. Register: Apply with SPCB/CPCB as a Producer, Importer, or Brand Owner and obtain registration.

  3. Develop & Submit EPR Plan: Create a waste collection and recycling plan, then submit it for approval.

  4. Implement Activities: Carry out waste collection, recycling, and disposal as per the approved plan.

  5. Maintain Records: Keep detailed logs of production, waste management, and recycling activities.

  6. Annual Compliance: Submit yearly reports, pay fees, and renew registration if needed.
