In 2016, when the government introduced Extended Producer Responsibility (EPR) for e-waste, few anticipated its remarkable effectiveness. By 2021, EPR was expanded to include plastic waste management, demonstrating its potential as a vital waste management strategy. In 2022, the MoEFCC further extended EPR obligations to battery and tyre manufacturing, import, and recycling. During this period, the concept of the circular economy gained significant momentum over two decades, reflecting India’s commitment to sustainable manufacturing and waste management practices.
On 2nd May 2023, the MoEF introduced EPR obligations for entities involved in the oil and lubricant industry, recognizing the environmental and economic benefits of re-refining used lubricants. Through Waste Oil EPR, the government aims to promote a circular economy, minimize the environmental impact of oils and lubricants, uphold the “polluter pays” principle, and ensure producer accountability throughout the product’s lifecycle.
The government has provided manufacturers, importers, and recyclers with a transition period to establish a comprehensive waste oil collection and recycling network and address challenges in used oil re-refining. Accordingly, the amendments to the HWM Rules will come into effect from 1st April 2024. This framework aims to encourage the use of sustainable and eco-friendly products, reduce waste generation, and enhance recycling capacity.
Environmental Protection: Waste oil contains toxic chemicals such as benzene, lead, zinc, and cadmium. Improper management of these substances can lead to leaching into soil and water sources, causing severe environmental contamination and posing risks to ecosystems and human health.
Reduction of GHG Emissions: The high consumption of oil significantly contributes to greenhouse gas (GHG) emissions. Recycling used oil helps decrease the demand for new oil production, thereby reducing GHG emissions and minimizing environmental impact.
Climate Change Mitigation: Addressing the environmental impact of oil production and disposal is essential for reducing the carbon footprint across ecosystems and combating global climate change.
Resource Conservation: Promoting the use of re-refined oil conserves petroleum reserves and decreases reliance on crude oil imports, supporting sustainable resource management.

Economic Benefits: Refining used oil consumes only about one-third of the energy required to process crude oil, leading to significant energy savings. This efficiency reduces operational costs for industries and offers substantial economic advantages.

Step 1: Application Submission
The applicant must register on the portal according to their applicable category. Upon successful registration, they are required to upload the relevant documents and submit their application.
Step 2: Application Review
CPCB will review the submitted documents and notify the applicant if any issues are identified. Any queries or clarifications will be communicated to the applicant via their registered email address.
Step 3: EPR Registration for Waste Oil
Once the application is complete and all queries are resolved, the applicant will be registered, and CPCB will issue a registration number. The registration is valid for two years, after which the applicant must renew their registration in the same category to maintain compliance.
