OVERVIEW - Paper Import Monitoring System

The Directorate General of Foreign Trade (DGFT) has implemented the Paper Import Monitoring System (PIMS) by modifying the import policy for major paper products from ‘Free’ to ‘Free with mandatory registration under PIMS.’ The online registration facility will be available from July 15, 2022. PIMS is designed to capture specific details of paper and paper product imports under Chapter 48 of ITC (HS), 2017, Schedule-1. This system will gather comprehensive import data for trade analysis and policy development. Real-time access to this information will enhance monitoring and facilitate informed decision-making.

The Paper Import Monitoring System (PIMS) is implemented by the Government of India to regulate the import of paper products and ensure that such imports comply with quality, environmental, and regulatory standards. The system aims to monitor and manage the importation of paper and paper products to safeguard domestic industries, promote sustainable practices, and ensure product quality.

ELIGIBILITY Paper Import Monitoring System

The Paper Import Monitoring System (PIMS) will apply to imports by units within the Domestic Territory Area, covering a broad range of paper products across 201 tariff lines, including but not limited to:

  • Newsprint
  • Handmade paper
  • Coated paper
  • Uncoated paper
  • Litho and offset paper
  • Tissue paper
  • Toilet paper
  • Cartons
  • Labels, and more.

PROCESS paper Import Monitoring System

The process for registering under the Paper Import Monitoring System (PIMS) involves several steps, which can typically be completed online. Here’s an overview of the process:

  1. Visit the PIMS Registration Portal
  • Go to the official PIMS portal provided by the relevant government authority (usually the Directorate General of Foreign Trade, DGFT, or Customs).
  1. Create an Account or Log In
  • If you are a new user, create an account by providing basic business details such as company name, GSTIN, PAN, and contact information.
  • If you already have an account, simply log in using your credentials.
  1. Enter Importer Details
  • Provide detailed information about your business, including:
    • Name of the importer
    • Business address
    • GSTIN
    • PAN
    • Contact details
  • Also, indicate the nature of the paper products being imported.
  1. Fill Out Registration Form
  • Complete the registration form by specifying:
    • Product details (including the tariff codes and descriptions of paper products)
    • Expected quantity of import
    • Intended import dates or other relevant import details
  1. Upload Required Documents
  • Upload the required documents (as mentioned in your previous question):
    • Business details (GSTIN, PAN)
    • Import declaration and product details
    • Proof of registration fee payment (Rs. 500/-)
    • Contact details (email, phone number)
    • Authorized signatory details (if applicable)
  1. Pay Registration Fee
  • Pay the prescribed fee of Rs. 500/- through the online payment gateway on the portal.
  • Make sure to retain the payment receipt, as it will be needed to complete the registration.
  1. Submit the Application
  • After filling out all necessary information and uploading the documents, apply online.
  1. Receive Automatic Registration Number
  • Upon successful submission, you will receive an automatic Registration Number.
  • This number will be valid for 75 days and can be used for multiple Bills of Entry (BoEs) for imports during this period, provided the permitted quantity is not exceeded.
  1. Use the Registration Number for Customs Clearance
  • Enter the Registration Number and its expiry date in the Bill of Entry (BoE) for customs clearance.
  • Ensure that all the details match with the registration information to avoid delays in the customs process.
  1. Monitor Registration Validity
  • Keep track of your registration’s validity, as it lasts for 75 days. You can use the same registration number for multiple consignments within this period.

PIMS Registration Number

Under the PIMS, importers are required to obtain an automatic registration number through an online system by paying a fee of Rs. 500/-. The registration application can be submitted no earlier than the 75th day and no later than the 5th day before the expected arrival date of the import consignment.
Importers may use the same registration number for multiple Bills of Entry (BoEs) within the registration’s validity period, as long as the permitted quantity is not exceeded.
The importer must provide the Registration Number and its expiry date in the Bill of Entry to facilitate Customs clearance of the consignment.

Validity of PIMS Registration Number

The automatic registration number will remain valid for 75 days. During this period, multiple Bills of Entry can be used under the same registration number, provided the total quantity does not exceed the allowed limit
