What’s Changing?

1. Invoice Numbers Now Case-Insensitive

Effective June 1, 2025, the IRP (Invoice Registration Portal) will no longer distinguish between uppercase and lowercase characters in invoice or document numbers when generating IRNs. For example:

  • abc123

  • ABC123

  • Abc123

These will all be treated as identical invoice numbers by the system.

2. Automatic Conversion to Uppercase

The updated e-invoicing system will automatically convert all invoice/document numbers to uppercase before processing. This change ensures consistency with the GSTR-1 filing system, which already treats invoice numbers as case-insensitive.

Why Is This Change Being Introduced?

This update aims to improve data consistency across GST platforms and reduce duplicate IRNs caused by inconsistencies in character casing.

Previously, businesses could submit the same invoice number in different case variations (e.g., ERP, billing software, GSTR-1), leading to mismatches or duplicate entries. With this update:

  • Inconsistencies from case variations will be eliminated.

  • Businesses will face fewer rejections due to duplicate invoice numbers.

  • The e-invoicing system will align more smoothly with the GSTR-1 filing process, leading to easier reconciliation.

How IRNs Work

As per Rule 48(4) of the CGST Rules, certain taxpayers must upload invoice details in FORM GST INV-01 to the IRP. The IRP system generates a unique Invoice Reference Number (IRN) using a hash algorithm based on:

  • The Supplier’s GSTIN

  • The Document Number (invoice number)

  • The Financial Year (formatted as YYYY-YY, e.g., 2024–25)

This IRN ensures:

  • Uniqueness of every invoice

  • Traceability of transactions

  • Authentication via a digitally signed JSON and QR code

With the new update, the case of the document number no longer matters, as the system will hash all invoice numbers in uppercase.

What Happens If You Ignore Invoice Casing?

Duplicate Invoice Rejections

If your systems generate invoices with the same number but different letter casing, the IRP will reject all but the first instance. For instance:

  • INV-101

  • inv-101

  • Inv-10

These variations will trigger duplicate IRN errors.

Compliance Risks

Failure to follow the new casing rules can result in:

  • Filing mismatches in GSTR-1

  • Rejection of invoices

  • Potential GST audit red flags

  • Delays in input tax credit (ITC) reconciliation for buyers

  • Increased manual corrections and delays in billing or payments

What Should Businesses Do Now?

To ensure a smooth transition, businesses should take these steps:

1. Standardize Invoice Number Formatting

  • Use a uniform uppercase format for all invoice and document numbers.

  • Update your internal SOPs to reflect this new rule.

2. Update ERP and Accounting Systems

  • Ensure all systems (ERP, billing software, accounting tools) are configured to automatically convert invoice numbers to uppercase during generation.

  • Test your systems with mock invoices to check case-handling.

3. Review Integration with IRP

  • Validate that your API integration with the IRP accounts for the case-insensitive nature of invoice numbers.

4. Train Your Team

  • Inform finance, billing, and operations teams about the upcoming change and its implications.

5. Align with GSTR-1 Reporting

  • Ensure that your GSTR-1 returns reflect the same uppercase invoice numbers as your e-invoices for seamless reconciliation
