The Central Board of Direct Taxes (CBDT) has announced a major change to the PAN application process. With effect from 1 July 2025, real-time Aadhaar authentication will be mandatory for all new Permanent Account Number (PAN) applications.

This measure is aimed at strengthening identity verification, preventing fraudulent or duplicate PAN allotments, and streamlining compliance across financial and tax systems. This article explains the key changes and what applicants need to do to remain compliant.

Aadhaar–PAN Integration: Background

Since 2017, quoting Aadhaar has been mandatory while applying for a PAN card. Additionally, PAN holders have been required to link their PAN with Aadhaar to validate identity and eliminate duplication.

Until now, Aadhaar details could be submitted without immediate verification. In many cases, mismatches or inactive Aadhaar numbers were identified only at later stages, leading to delays or rejections.

What Changes from 1 July 2025?

As per the latest CBDT guidelines, real-time Aadhaar authentication will now be compulsory at the time of PAN application.

Key Requirements

  • Aadhaar must be authenticated instantly using OTP-based verification

  • The mobile number linked to Aadhaar must be active to receive the OTP

  • Aadhaar must be valid and active

  • PAN applications without successful Aadhaar authentication will be rejected

Who Will Be Affected?

The mandatory Aadhaar authentication requirement applies to:

  • Individuals applying for a new PAN

  • NRIs and foreign nationals who possess Aadhaar

  • Entities applying for PAN where Aadhaar of the authorised or responsible person is required

Benefits of Real-Time Aadhaar Authentication

Implementing real-time Aadhaar verification in PAN applications offers several advantages:

  • Fraud Prevention: Prevents issuance of duplicate or fake PANs through instant identity validation

  • Simplified KYC: Eases compliance for banks, financial institutions, and regulators

  • Faster Processing: Reduces manual checks, enabling quicker PAN issuance

  • Enhanced Data Security: Minimises identity theft and misuse

  • Unified Digital Identity: Improves integration with platforms such as Income Tax e-filing, DigiLocker, and financial systems

  • Greater Regulatory Transparency: Strengthens traceability and compliance across financial ecosystems

PAN 2.0: What to Expect Next

The Aadhaar–PAN integration is part of a broader digital transformation initiative known as PAN 2.0. While still being rolled out, PAN 2.0 is expected to include:

  • QR codes for quick digital verification

  • DigiLocker integration for seamless document storage and sharing

  • Biometric compatibility for enhanced security

Although PAN 2.0 is not mandatory at present, new PAN cards issued in the future are likely to follow this upgraded format.

Linking Aadhaar with Existing PAN: Deadline – 31 December 2025

For existing PAN holders, linking PAN with Aadhaar is mandatory by 31 December 2025. Failure to do so will render the PAN inoperative from 1 January 2026, which may result in:

  • Inability to file income tax returns

  • Restrictions on bank accounts where PAN is required for KYC

  • Difficulties in high-value financial transactions

  • Loss of eligibility for government subsidies and benefits

Steps to Apply for PAN with Aadhaar Authentication

Follow these steps to apply for a new PAN from 1 July 2025:

Step 1: Ensure Aadhaar is active, updated, and linked to your mobile number
Step 2: Visit the NSDL or UTIITSL PAN portal
Step 3: Select Form 49A (Indian citizens) or Form 49AA (foreign citizens)
Step 4: Enter your Aadhaar number in the application form
Step 5: Complete OTP-based Aadhaar authentication
Step 6: Submit the application and pay the applicable fees
